Opening Shot: A rain-soaked Seoul night. Neon signs reflect off wet asphalt. In a cramped, soundproofed room, a woman’s hands tremble as she writes on a notepad: “He’s not who they say he is.” She never speaks. She can’t. Her vocal cords were severed in an “accident” three years ago. But her eyes scream.

Kang Jae-ho (Lee Dong Wook) is a disgraced former police sketch artist, now working as a forensic audio analyst for a private investigation firm. He lost his hearing in one ear after a bombing gone wrong—a case that also took his partner’s life. Haunted by silence and survivor’s guilt, Jae-ho lives in a world of broken frequencies, isolating himself in a high-rise apartment overlooking the Han River. His only human connection is his sister, Soo-jin, a sign language interpreter.

When a mute woman known only as “The Witness” (character name: Han Yoo-ri) is found hiding inside a freight container near Incheon Port, clutching a bloodied USB drive, the police dismiss her as a traumatized illegal immigrant. But Jae-ho is hired by a mysterious NGO to analyze the audio files on the drive. What he uncovers is a labyrinth of encrypted conversations—whispers of a shadowy organization called “The Choir,” which erases people’s voices permanently, turning dissidents, journalists, and inconvenient witnesses into living ghosts.

Yoo-ri’s past is a void. No fingerprints, no digital footprint. But Jae-ho discovers a single frame in a corrupted video file: a reflection of a high-security courtroom where a powerful pharmaceutical CEO was acquitted of mass poisoning five years ago. The same CEO now funds Seoul’s largest “rehabilitation center” for speech-impaired individuals—a facility that Jae-ho realizes is a front for silencing enemies through surgical mutilation.

The twist: Soo-jin, Jae-ho’s sister, works as an interpreter at that very center. When Jae-ho confronts her, she breaks down in sign language: “They have Yoo-ri’s daughter. If I translate for them, they let the girl live.”

Now Jae-ho must race against time to decode the remaining audio files—each one a digital scream of a victim before their voice was taken. But the final file is different. It’s a live feed. And on it, Yoo-ri is strapped to a chair inside The Choir’s underground theatre, a surgeon’s scalpel glinting above her throat. The CEO’s voice crackles through Jae-ho’s damaged earpiece: “You’ve been listening so closely, detective. But you forgot—silence is also a confession.”

Closing Scene: Jae-ho loads a single bullet into his old service revolver. He types a message to Yoo-ri’s notepad, which he knows she can’t read because she’s been taken. But he writes it anyway: “I will find your voice. Even if I lose mine.”

Then he steps into the rain, the city’s cacophony fading into a deafening, intentional silence. The title card appears: MUTE WITNESS — A Netflix Series. Coming Soon.
